Avion Pierre Robin Service Bulletin No. 8 Rev. 1 gives the following weight ranges that the all moving stabilators must balance within.

These ranges are found by adding weights to the end of the stabilator balance arm until the stabilator balances in the horizontal position.
As the stabilators appear to be the same size and construction on each of these aircraft types can anyone tell me why the different ranges are given?
